Historical Significance of Juneteenth

The Emancipation Proclamation signed by the then President of America, Abraham Lincoln on the 1st of January, 1863 stated that all slaves in the Confederate states would be freed. This was a very important step towards the emancipation of the slaves in the United States of America. But it did not affect all the regions at once and particularly did not affect Texas, as the enforcement of the proclamation was delayed due to the lack of Union armies. Hence, many of the enslaved people in Texas kept on being enslaved for two years after the issuance of the proclamation and were emancipated only on the 19th of June, 1865, which is known as Juneteenth.

 General Order No. 3 

On June 19, 1865, Union General Granger reached Galveston, Texas and issued General Order No. 3. This order apprised the people of Texas that in compliance with the Emancipation Proclamation all slaves are free. The key elements of General Order No. 3 included:


  • All slaves were declared free.

  • It stressed that the freedmen were free and equal citizens and should be treated as such and not as apprentices.

  • The order marked the move from the master-slave relationship to the employer-free worker relationship, which was a major change in the social relations.
